Because Bill Elliott was not on the entry list as Jeremy Mayfield's replacement by the July 31 entry deadline, he is unable to use a past champions provisional this weekend at Watkins Glen, NASCAR confirmed Wednesday.

Elliott was named the driver of the No. 19 Evernham Motorsports car on Tuesday.

The No. 19 team is 36th in owner points and must make the race on speed. There will be 15 drivers competing for the eight spots that are not locked into the field. None of those 15 is eligible for the past champion's provisional.
